It's the exact same thing as why blinking with one eye doesn't stop 173 - the Foundation has no idea why. As for the censoring, presumably they're having D-Classes surf Google Images with the SCRAMBLE goggles in a room right next to 096's. Or something along those lines. Yes, blinking counts as breaking eye contact. I suggest blinking as often as you can when not in the vicinity of 173, and always before opening a door, so as to relieve eye strain. Note: Blinking one eye at a time is NOT a solution. Tests have shown this only serves to anger 173. Do you really want to do that?
